About
Our team
CAPPR relies on a multidisciplinary team with expertise in economics, statistics, public policy, research and management. Its governance rests on three complementary components: the Co-Founders, the Management Team and the Scientific Committee. A Financial Control Unit, an independent body, oversees its finances.
Co-Founders
CAPPR was founded by two Beninese economists and statisticians who trained in statistics in Benin and at ENSEA in Abidjan before earning their doctorates in economics in Canada. Drawing on their experience in research, economic analysis and public policy, they set out to give Benin and Africa an independent think tank producing rigorous economic analyses to improve public policy.
The co-founders set CAPPR's strategic direction and uphold its values of independence, non-partisanship, integrity and scientific rigour.
Management Team
The management team brings together leaders with complementary skills in management, law, economic and financial analysis, statistics, public policy and research. It includes the office of the President and Chief Executive Officer, the economic and budget analysis department, and the administrative functions the organization needs to run well.
Under the coordination of the President and CEO, it implements CAPPR's strategic direction. It oversees economic and financial analysis, research projects, specialized services, partnerships, communications, and the organization's administrative and financial management.
Scientific Committee
CAPPR's draft publications undergo a rigorous external review involving academics and independent experts from the public, private and community sectors. The quality of the research, rather than the identity of the authors or reviewers, is the main criterion.
Depending on the document, CAPPR may use single-blind or double-blind review to preserve the impartiality of the process. Reviewers examine, among other things, the methodology, the data, the logic of the conclusions, the limitations of the analysis and the clarity of the communication.
The Scientific Committee gives final approval before any work is published under CAPPR's name. The Centre also plans to have its review process assessed regularly, at least once a year, by independent academics or professionals, to keep improving its quality. CAPPR does not publish any study that, in its judgment, fails to meet the standards set by this process.
Independent body
Financial Control Unit
The Financial Control Unit is an independent body, separate from CAPPR's Management Team.
It oversees the Centre's financial flows and produces a quarterly financial report, made available to the members of the Board of Directors for adoption at the General Assembly.
