Who we are
This website is published by the Centre for Public Policy Analysis and Research (CAPPR), based in Cotonou (Benin). This policy describes the personal data we collect, why, and your rights over it, in accordance with Book V of the Digital Code of the Republic of Benin (Law No. 2017-20 of 20 April 2018) on the protection of personal data.
Data collected
We only collect what each purpose requires: identity and contact details for an account, a request for proposal, an event registration, a message or the newsletter; for a payment, the Mobile Money phone number or the information passed to the card provider; for members and interns, the information needed for their work at the centre. We collect no sensitive data and sell no data.
Purposes
Managing your account and subscriptions; answering your requests; organising the events you register for; sending you the newsletter if you asked for it; running the member and intern spaces; keeping payment records; securing the platform.
Consent
Each form asks for explicit consent specific to its purpose. Consent is timestamped and kept as proof. You can withdraw it at any time, for example by unsubscribing from the newsletter or closing your account.
Payments
Payments are processed by PawaPay (Mobile Money) and FedaPay (Mobile Money and bank card). They receive only the information the transaction requires. CAPPR never sees nor stores any card number.
Trouve Ton Emploi
The Trouve Ton Emploi platform uses your CAPPR account to sign you in: it receives your name, your email address and your subscription status, only after your consent. The job ads it shows come from public job sites; it only keeps their facts (title, employer, place, dates) and the link to the ad, never any data about applicants.
Cookies and analytics
The site sets no advertising cookie and no third-party tracker. Only strictly necessary cookies are used: the session of signed-in people, the intermediate two-factor step, protection against request forgery, and the theme choice. Fonts are served by the site itself.
Hosting, transfer and retention
Data is hosted in Canada (OVHcloud, Beauharnois). This transfer outside Benin is subject to authorisation by the Personal Data Protection Authority (APDP). Data is kept as long as its purpose requires: a closed account is deleted within 30 days; contact messages are deleted after two years; payment accounting records are kept as long as the law requires.
Your rights
You can access your data, have it corrected, object to its processing, have it deleted and obtain a copy in a common format. From your account, data export and account closure are available directly. For any other request, write to the officer below: we answer within 30 days.
Incidents
In the event of a data breach presenting a risk to the people concerned, we inform the APDP and those people, and record it in the incident register.
Complaints
If our answer does not satisfy you, you can refer the matter to Benin's Personal Data Protection Authority (APDP).
