Policy costing

Measuring the financial implications of public decisions.

The question

Policy costing measures the financial implications of public decisions. CAPPR estimates the budgetary cost of public policies, programs, legislative reforms and new government measures. Our analyses determine the resources needed to implement them and assess their impact on public finances in the short, medium or long term.

Our approach

Depending on the mandate, we can estimate the number of beneficiaries, additional spending, potential savings, effects on public revenue and how costs evolve under different scenarios. Every estimate clearly sets out its assumptions, data sources, methods and main limitations.

Examples of mandates

  • costing a household support program
  • costing a tax or social reform
  • estimating the cost of a health or education measure
  • projecting the spending associated with a public policy
  • sensitivity analysis across implementation parameters
